International Hindi Conference concluded
Government of India Urged to Support Hindi Center in USA

New York, NY: The Third International Hindi Conference, Americas, that concluded on May 1st, 2016 at the Consulate General of India, New York, unanimously resolved to request the Government of India to support establish a ‘Hindi Center’ in USA.

“There is a great need to establish an institution for promoting and standardizing Hindi teaching and learning similar to institutions, such as, Confucius Institute for Chinese, Goethe Institute for German, Alliance Francaise for French, Servantes Institute for Spanish”, said Dr. Gabriela Nik Ilieva, coordinator of the South Asian Language Programs at New York University and the Head of Academics Committee of the International Hindi Conference. Dr. Ilieva, who is developing Hindi teaching and learning materials and teacher training programs, based on the proficiency guidelines of the American Council on Teaching Foreign Languages, proposed to collaborate with scholars and practitioners engaged in Teaching Hindi as a Second Language (THSL) in non-Hindi regions in India and outside of India in order to strengthen the field of Hindi pedagogy. She supported the proposal to hold an International conference at Vishakhapatnam in India in early 2017 in order to provide an international forum exclusively focused on THSL.

Padma Bhushan Dr. Laxmi Prasad Yarlagadda, who presided over the concluding event of the conference on May 1, proposed to hold an international conference in Vishakhapatnam in collaboration with Hindi Sangam Foundation, USA and Lok Nayak Foundation, Vishakhapatnam, Andhra Pradesh, India.

Dr. Yarlagadda moved the resolution for requesting the Indian government to support establishing a Hindi Center in USA. The proposal was unanimously adopted by the conference in the presence of Dr. Manoj Kumar Mohapatra, Deputy Consul General of India, who was the chief guest of the event.

“It is the priority of the Consulate General of India to support Hindi”, announced Dr. Manoj Kumar Mohapatra adding that the Consulate General of India will continue to extend its support for future Hindi events.

Dozens of Hindi scholars presented their research and vision on various topics related to the field of Hindi teaching in and outside of India during the three day conference.  Dr. Heinz Wessler, Hindi professor at University of Uppsala, Sweden, who delivered the key note speech at the inaugural event on April 29, emphasized the need for developing a framework for testing students proficiency. Dr. Wessler made a presentation on the increased presence of Hindi in the digital world and suggested innovative approaches for developing rich Hindi content on the Internet.

Dr. Olga Kagan, Director of the National Heritage Language Resource Center initiated a discussion on the challenges of teaching Hindi as a heritage language in USA. She made suggestions for developing teaching strategies relevant and suitable for the 21st century learners' interests, needs and goals. Dr. Surendra Gambhir, who taught Hindi for more than 36 years at the University of Pennsylvania, proposed a need-based model explaining heritage language maintenance.

Dr. Rakesh Ranjan of Columbia University presented an overview of the the existing resources and suggested aligning them to create a pipeline of year-round opportunities for interested learners at the community, school and college level. Maura Collinge of the National Foreign Language Center, University of Maryland, presented the efforts of the federally funded STARTALK Initiative for for K-16 students and teachers to promote quality- and standards-based Hindi teaching and learning. Several STARTALK Hindi program directors later on presented the unique features of their programs. Dr. Vijay Gamhir traced in her presentation the expanding contexts and changing approaches of the Hindi teaching field in the U.S.

A session held on the topic of local and global issues in Hindi literature, was moderated by Dr. Susham Bedi, recently honored by the President of India for her contribution to Hindi literature in the Indian Diaspora. Speakers from India made interesting presentations on Hindi language and literature in the Diaspora. Renowned author and former Hindi scholar Dr. Prem Janmejai, who taught Hindi in Trinidad, narrated the struggle of indentured laborers to raise their social status while in this process they lost their language in the new environment. Dr. Wessler offered an overview of the research on Dalit literature written in in Hindi. Dr. Jagannath Reddy of Annamalai University, Tamil Nadu and B. Hemlatha from Andhra University spoke about their experiences of teaching Hindi.A lively Kavi Sammelan (poets' meeting), conducted by Dr. Bindeshwari Aggarwal, New York University, was also held on the second day of the conference.

तृतीय अंतर्राष्ट्रीय हिन्दी सम्मेलन, अमेरिका 2016, का लक्ष्य है- हिन्दी और अन्य भाषाओं के विशेषज्ञों और समर्थकों के बीच विचार विनिमय और हिन्दी शिक्षण को विस्तार देने के लिए मार्ग दर्शन प्रदान करना।

इसके साथ ही अमेरिका और अन्य देशों में, जहाँ भारतीय समुदाय फल फूल रहा है, शैक्षणिक संस्थाओं के साहित्य, संवाद माध्यमों, व्यवसाय और वाणिज्य पाठ्यक्रमों एवं दैनिक कार्यकलाप में हिन्दी का उपयोग बढ़ाना भी इस सम्मेलन का मुख्य उद्देश्य है। हम आशा करते हैं कि सम्मेलन में विभिन्न देशों के विद्वतजन और हिन्दीकर्मी समकालीन विषयों से जुड़े मुद्दों पर विचारोत्तेजक बहस प्रस्तुत करेंगे।

The Consulate General of India, New York and the Hindi Sangam Foundation has joined hands with Hindi professionals from Columbia University, CUNY, New York University, Yale University and others to organize the third edition of the International Hindi Conference.

The Third International Hindi Conference will be held from April 29 to May 1, 2016 at the Consulate General of India, 3 East 64 St. NY NY 10065. 

The theme of the conference is:

Hindi Language: A Democratic Voice of Complex Issues in Education, Literature, Arts and Media

The theme reflects the growing urgency for coordinated efforts by the language education (public and private), government and business communities to expand the Hindi field inside and outside of India.

The main objectives of the THIRD INTERNATIONAL HINDI CONFERENCE, AMERICAS 2016, is to continue providing an effective forum for networking among Hindi and other language professionals and supporters as well as discuss and suggest guidelines for expanding Hindi learning and usage in educational institutions as well as in the literary, media, business and commercial arenas in the U.S. and other countries in the world. The conference has appealed to and hopes to attract again educational experts, scholars, policy makers, business owners and professionals as well as writers and poets from the U.S., Canada, South America, Caribbean Countries and India. It will offer thought-provoking discussions on topics of common interest and entertaining programs including a Kavi Sammelan by leading poets from India and the Diaspora.

तृतीय अंतर्राष्ट्रीय हिंदी सम्मेलन और अमेरिका में हिंदी का विस्तार

पिछले तीन वर्षों से हिंदी सम्मेलन की सफलता और चुनौतियों पर विचार करते हुए यह साफ़ नज़र आता है कि अमेरिका में अनेक विरासत भाषाओँ के पठन-पाठन की दौड़ में हमें अपनी मंज़िल पाने के लिए ठोस कदम उठाने आवश्यक हैं। हिन्दी शिक्षकों और हिंदी में कार्य करने वाले पेशेवर लोगों से बातचीत करते हुए, चाहे वे बैंकों में कार्य करते हों, अस्पतालों में, व्यवसायिक कंपनियों या सूचना प्रद्योगिक क्षेत्रों में, मैंने महसूस किया है कि हिन्दी को अपनाना उतना मुश्किल नहीं, जितना कि सामान्य तौर पर समझा जाता है। अमेरिका की शिक्षा संस्थानों में अंग्रेजी के अलावा एक और विदेशी भाषा का अध्ययन आवश्यक होने के कारण स्कूलों से लेकर विश्वविद्यालयों की उच्च शिक्षा तक हिंदी को अपनाने के लिए भरपूर अवसर उपलब्ध हैं, अतः हिंदी की सक्षमता पर प्रश्न चिन्ह लगाने का युग समाप्त हो चुका है। आने वाले दिनों में हमें उन सभी विधाओं और पेशों में हिंदी का प्रवेश सुनिश्चित कराने के लिए कार्य करना है।

सम्मेलन की तैयारी के दौरान अनेक शोध संस्थाओं की तरफ से सहयोग और प्रोत्साहन मिले। लॉस एंजेल्स स्थित यूनिवर्सिटी ऑफ़ कैलिफ़ोर्निया का नेशनल हेरिटेज लैंग्वेज रिसर्च सेंटर अपने किस्म का अनूठा संसथान है। इस संस्था की निदेशक प्रोफेसर ओल्गा कागन 30 अप्रैल को होने वाले प्लेनरी सत्र में प्रमुख वक्ता के रूप में विरासत भाषाओं की शिक्षा सम्बन्धी मुद्दों पर अपने विचार व्यक्त करने वाली हैं। यही नहीं, उपस्सला, स्वीडन स्थित इंस्टिट्यूट ऑफ़  लिंग्विस्टिक्स एंड फिलोजी के हिंदी विद्वान डॉ. हेंज वेस्सलर न सिर्फ उद्घाटन समारोह में मुख्य वक्ता के रूप में आ रहे हैं, वे 30 अप्रैल को साहित्य सत्र में हिन्दी के दलित साहित्य में पहचान  और प्रतिनिधित्व विषय पर भी अपना शोध पत्र प्रस्तुत करने वाले हैं।

भारत के साथ साथ विश्व के अनेक देशों में हिंदी शोधार्थियों के संख्या में निरन्तर वृद्धि हो रही है।  अनेक सामाजिक, सांस्कृतिक, व्यापारिक विषयों पर हिंदी में शोध के साथ ही युवा शोधार्थियों द्वारा हिंदी भाषा और साहित्य की शिक्षा-दीक्षा की आधुनिक शैली विकसित की जा रही है। इस सदी में भाषायी प्रवीणता को बढ़ाने के लिए प्राद्योगिक संसाधनों को कैसे नज़रअंदाज़ किया जा सकता है! ज़रुरत इस बात की है कि भाषा शिक्षण में प्रद्योगिक संसाधनों की विविधता और उपयोगिता पर गहन चर्चा हो।  हमारा प्रयास है कि हिंदी शिक्षा से जुड़े प्राध्यापकों को सम्मेलन में अपने शोध प्रबंध और शिक्षण तकनीक पर चर्चा का पर्याप्त अवसर मिले। इस वर्ष अमेरिका के अतिरिक्त तुर्की और भारत के अनेक विश्वविद्यालयों से शोधार्थी इस सम्मेलन में शामिल हो रहे हैं। न्यू यॉर्क के इस सम्मेलन पर भारत सरकार ही नहीं, हिंदी से जुड़े तमाम नीति निर्धारकों और हितैषियों की नज़र है।  हमारी कोशिश यह भी है कि दूर दराज़ के देशों, शहरों और गाँव में सेवारत हिंदी विशेषज्ञों तथा शोधकर्ताओं की उपलब्धियों को अमेरिका में होने वाले इस सम्मेलन में आदर पूर्वक प्रस्तुत किया जाये। 

सम्मेलन की आयोजक संस्था हिंदी संगम प्रतिष्ठान को अनेक समाज सेवियों, जन प्रतिनिधियों और सफल पेशेवर लोगों का समर्थन प्राप्त है। उनमें से अधिकांश हिन्दी भाषा और साहित्य से प्रत्यक्ष तौर पर जुड़े नहीं हैं, फिर भी, हिन्दी को भारतीयता की पहचान के रूप में सम्मानित करते हैं। हिंदी को भाषा और साहित्य के दायरे से बाहर ले जाकर हम इसे अन्य विधाओं के साथ जोड़ सकेंगे। अमेरिका सरकार ने भी हिन्दी सहित अनेक विरासत भाषाओं को न सिर्फ शिक्षा वरन न्यायपालिका, स्वास्थ्य और व्यवसाय जैसी विधाओं में प्रयुक्त करने के अवसर सुलभ कराएं हैं, जिनका लाभ उठाकर हिन्दी में कार्य करने में सक्षम युवा-युवतियों की पीढ़ी तैयार करना आवश्यक है।  और वह दिन भी दूर नहीं, जब भारत सरकार के सतत प्रयत्नों से संयुक्त राष्ट्र में हिंदी काम काज की भाषा के रुप में प्रतिष्ठित होगी। तब समर्थ हिंदी शिक्षक, अनुवादक, और दुभाषियों की अनवरत आवश्यकता पड़ेगी।

हिंदी के इस बहुआयामी विकास में यह सम्मेलन न सिर्फ एक परंपरा कायम कर रहा है, वरन आने वाली पीढ़ी को अपनी भाषा और संस्कृति के साथ अटूट सम्बन्ध बनाए रखने की प्रेरणा भी दे रहा है।  

अंतरराष्ट्रीय हिंदी सम्मेलन , अमेरिका: विभिन्न विधाओं में तालमेल का अनूठा अवसर

हिंदी के क्षेत्र में काम करने का आधुनिक सन्दर्भ परिवर्तित हुआ है। एक नया वातावरण उभर कर आया है, एक दूसरे के साथ काम करने का वातावरण। भारतीय दूतावास के प्रयास, हिंदी-भाषी समुदाय के सदस्यों के व्यक्तिगत प्रयास, विश्विद्यालयों के प्रयास और शिक्षा-प्रणाली में कार्यरत लोगों के प्रयासों से यह नया वातावरण जन्मा है। अंतर्राष्ट्रीय हिन्दी सम्मेलन वार्षिक गतिविधि के रूप में इसी लिए स्थापित किया गया है ताकि इस प्रवृत्ति को और गम्भीर एवं ढृढ़ बनाया जाए। इस सम्मेलन में शिक्षाविद और प्राध्यापकों के अतिरिक्त अमरीकी और भारतीय प्रशासनिक तंत्र, राजनीति, व्यापार-वाणिज्य आदि क्षेत्रों के प्रतिनिधि और कार्यरत लोग एकत्रित होते हैं और एक साथ हिंदी के अंतर्राष्ट्रीय विकास के लिए अपना योगदान देते हैं। विगत तीन सालों से अमेरिका में हिंदी शिक्षक एक दूसरे से संपर्क रखते हैं, विचार-विमर्श करते हैं और एक दूसरे को सहयोग देते हैं और इसी सहचर की वजह से संभावनाएं और अधिक बढ़ी हैं जिसके कारण विभिन्न योजनाओं को सफलता मिली है। यह एक महत्त्वपूर्ण उपलब्धि है। 

बहुत सारे विश्वविद्यालय और संगठन भी पढ़ाने की सामग्री इकट्ठा करने में और विदेशी भाषा पढ़ाने की नयी-नयी पद्धतियाँ प्रयोग में लाने में अपना योगदान दे रहे हैं।  इस प्रयास में विभिन्न संस्थाएं सम्मिलित हैं -- स्कूल डिस्ट्रिक्ट, विश्वविद्यालय, प्रवासी स्कूल और सरकार भी। हिन्दी में ही आप्रवासी लेखक भी अपना योगदान दे रहे हैं और नयी रचनाएँ प्रकाशित हो रही हैं। कला, शिल्प कला, नृत्य, नाटक के क्षेत्र में भी हमें नए आयाम उभरते नज़र आ रहे हैं और पिछले कुछ वर्षों में रंगमंच पर, हिन्दी में कुछ देश से जुड़ी और कुछ यहाँ के परिवेश में सम्मलित रचनाएँ, कलाकार और नई नाटक मंडलियाँ देखने को मिली हैं। इन सब के बीच में एक तालमेल को स्थापित करना और एक दूसरे को सहयोग देना भी इस सम्मेलन का उद्देश्य है।   आप्रवासी लेखकों का समुदाय भी कार्यरत है और अपनी हिंदी की रचनाओं का प्रचार करने में व्यस्त रहता है । कला, शिल्प कला, नृत्य, नाटक के क्षेत्र में आप्रवासी कलाकार भी उत्सुकता से मंच पर हिंदी में ही काम कर रहे हैं।  उन सब के बीच सुव्यवस्थित तालमेल स्थापित करना आवश्यक है और अंतर्राष्ट्रीय हिंदी सम्मलेन का यह भी उद्देश्य है । अत: सम्मलेन यदि इन सब का आधार बन जाए और हिन्दी को एक नई दिशा प्रदान कर सके ताकि भारत के व्यवसाय, सरकार और शिक्षा के संस्थानों से जुड़े हुए होने की सम्भावनाएं आगे बढ़ सकें और नयी-नयी पहलकदमियों का सिलसिला शुरू हो जाए, तो हिंदी के विकास में एक नया अध्याय जुड़ जायेगा।

The outgoing Consul General Honorable Mulay, in his final appearance on ITV, which was broadcast on February 29, explains that Language and culture reflects the true identity of any community. "Hindi is the most widely spoken language of the people of India which deserves full support of the Indian-American community", Mulay cautioned that the legacy of a people is not their wealth but their language and culture. He appealed to the Indian community to wholeheartedly support the forthcoming Hindi conference in New York from April 29 to May 1, 2016.
