अन्तर्राष्ट्रीय क्षेत्रीय हिन्दी सम्मेलन

“इक्कीसवीं सदी के विश्व में हिन्दी भाषा”

यह बिल्कुल निर्विवाद है कि आजकल की इक्कसवीं सदी की वैश्विक दुनिया में भारतीय सभ्यता और परम्पराओं का अपना प्रमुख स्थान है। भारत के बाहर इस कथन के दो आशय हैं, एक जुड़ा है भारतीय मूल के लाखों लोगों की पहचान से जो अब हर क्षेत्र में नज़र आने लग गए हैं और दूसरा अर्थ जुड़ा है शिक्षा से। यह सम्मेलन दो प्रमुख विषयों पर ध्यान केन्द्रित करेगा, एक, “ हिन्दी - भारतीय मूल के लोगों की भाषा “ और दूसरा “हिन्दी शिक्षा”।

संसार के रंगमंच पर भारत की उन्नति ने नये सामाजिक व सांस्कृतिक परिवेश को जन्म दिया है जिसने भारतीय मूल के समाज की पहचान को बदल दिया है। भारत से दूर, दूसरे देश में रहने की वजह से भारतीय मूल के लोगों में अपनी संस्कृति, जन्म भूमि और भाषा के प्रति और अधिक निष्ठा देखी गयी है, इसीलिये भारत में हमें जो अलगाव दिखते हैं, यहाँ अमेरिका में समाज के सदस्यों को वो ही समानताएँ दिखती हैं। हिन्दी भारतीय मूल के लोगों के बीच में सम्पर्क और अनुभवों को बाँटने का एक नया महत्त्वपूण आयाम है----ये विभिन्नताओं को जोड़ता हुआ एक सेतु के समान और ईमानदारी से इसको बनाए रखने का एक साधन है।

इसके अलावा और इस की वजह से, सन २००६ में राष्ट्रपति आदेश के तहत, हिन्दी को अमेरिका में व्यापार और वाणिज्य के लिये, संकट भाषा के रूप में पहचाना गया। हिन्दी एक ऐसी भाषा के रूप में सामने आयी जो केवल उच्च शिक्षा स्तर पर ही नहीं अपितु स्कूलों में भी सिखाई जानी चाहिये। इस समय अमेरिका के विभिन्न राज्यों में लगभग २५ विद्यार्थी कार्यक्रम हैं जिनको चलाने के लिये “स्टार्टॉक” नामक संस्था से ( सरकारी कार्यक्रम ) धनराशि मिलती है। कई जगह, जैसे टैक्सास, न्यू जर्सी राज्यों और न्यू-यार्क शहर के माध्यमिक और उच्च विद्यालयों में हिन्दी को विदेशी भाषा पाठ्यक्रम में सम्मिलित कर लिया गया है। करीब ८० संयुक्त राज्य के विश्विद्याल, महाविद्यालय और आई वी लीग विश्विद्यालय में हिन्दी के कोर्स उपलब्ध हैं।

ये सम्मेलन समाज के सदस्यों और लीडरों, भाषा विशेषज्ञों, नीति निमार्ताओं, शैक्षिक प्रशासकों, सलाहकारों और दूसरे स्टेकहॉल्डर( सदस्य, भागीदार), जो अमरीका के विभिन्न राज्यों से, कनाडा, दक्षिण अमरीका और कैरिबियन देश जैसे ट्रिनिडाड और टोबागो और भारत के विशेषज्ञों सहित एक मंच प्रदान करेगा जहाँ उन्हें एक दूसरे से मिलने का, अपने विचार और शोध सांझा करने का, नये अवसरों के आयामों का निरीक्षण करने का, भविष्यों की योजनाओं को बनाने का,  उनकी चुनौतियों के बारे में चर्चा करने का और उनके हल ढूँढने का मौका मिलेगा जिससे की उत्तरी अमरीका और करेबियन क्षेत्रों में हिन्दी को बढ़ावा मिल सके।

Theme: “Hindi Language in the 21st Century Global World”

The dominant presence of Indian culture and traditions in the 21st century global world is unquestionable. Outside India this fact has two major implications: one is related to the notion of self-identity of the millions of people from the Indian diaspora whose visibility has been increasing immensely and the second implication is related to education. Hindi has proved to be an integral dimension of the Indian diaspora’s interaction and experience since it serves as a bridge to negotiate diversity and as a tool to preserve a sense of integrity.

As far USA is concerned, in 2006 under a presidential decree, Hindi was recognized as a critical language for business and commerce. Hindi emerged as a language to be taught not only at the higher education level but also at the school level. At present approximately 25 Hindi student programs are funded by US government initiative STARTALK in different parts of the U.S. Several middle and high schools in Texas, New Jersey and New York City have included Hindi among their foreign language offerings. Almost 80 US universities and colleges including all Ivy League universities offer courses in Hindi.

The Consulate General of India in New York, in association with Yuva Hindi Sansthan, New York University and Columbia University is organising a three day Hindi conference on the theme, "Hindi Language in the 21st Century Global World". The Conference has two sub-themes: "Hindi as the Language of the Indian Diaspora" and "Hindi Education".

This Conference will provide a forum for community members and leaders, language experts, policy makers, education administrators, advocates and other stakeholders from different parts of the U.S., Canada, and the Caribbean along with experts from India to get together and share their views and research, examine a wide spectrum of opportunities, identify challenges and find solutions and chart out/ develop a future course of action for the advancement of the Hindi language in North America and the Caribbean region.
